About the Coronavirus Aid, Relief, and Economic Security Act or the CARES Act

The Pandemic Unemployment Assistance is a brand new program. The EDD is working with deliberate speed to stand up this new program and the other new provisions to serve unemployed Californians, including the self-employed. Californians should follow the current instructions on this page regarding potential UI benefits with more details to come later in the week.

Coronavirus (COVID-19): Small Business Guidance & Loan Resources

Health and government officials are working together to maintain the safety, security, and health of the American people. Small businesses are encouraged to do their part to keep their employees, customers, and themselves healthy.

There is more information re: the Paycheck Protection Program (this is the forgivable loan program. As long as you don’t reduce your staff/salary spend – the loan is forgiven and you just owe the interest) that was passed last week.

More details...

  • Applications will be accepted starting on Friday, April 3rd.
  • Large institutions like Chase, Wells, US Bank, and others will accept applications online with little- to-no human interaction.
  • Smaller financial institutions should have a web app on their website. If they do not, you may have to complete the form by hand.
  • Official documents spelling out the rules, etc. are finally out (see attached).
  • If you have employees who make over $100K, your loan value related to them is capped at $100K.

You can use the funds for:

  • Payroll costs, including benefits.
  • Interest on mortgage obligations that were incurred prior to 2/15/20.
  • Rent under lease agreements that were in force prior to 2/15/20.
  • Utilities for which service began prior to 2/15/20.

What is not clear yet is if you can include 1099 contractors in your payroll calculations, if you outsource a job that typically would be in an internal job (i.e. an outsourced CFO). 

If you’re based in the US and you’ve felt the impact of COVID-19 on your agency — don’t dilly or dally. Be sure you’re one of the first in line to apply for this forgivable loan.

Economic Injury Disaster Loans and Loan Advance

To apply for a COVID-19 Economic Injury Disaster Loan, click here.

In response to the Coronavirus (COVID-19) pandemic, small business owners in all U.S. states, Washington D.C., and territories are eligible to apply for an Economic Injury Disaster Loan advance of up to $10,000.

The SBA’s Economic Injury Disaster Loan program provides small businesses with working capital loans of up to $2 million that can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing. The loan advance will provide economic relief to businesses that are currently experiencing a temporary loss of revenue. Funds will be made available within three days of a successful application, and this loan advance will not have to be repaid.
